Seth Benjamin and Arisa Kurihara from the Council of Local Authorities for International Relations visited Big Stone Gap this week. Kurihara, a representative from Miyagi Prefecture in Japan, is spending two years in the United States learning about how American government works and looking at how small towns keep thriving.
